Our youths mostly play 5's hockey. I basically play A LOT of 3vs3 with different kind of rules. No passing backwards, person who scores goes out of the pitch to create a 3vs2 opportunity, etc. We focus on one kind of skill at the beginning of the session (It can be drag, slap, etc) and then vary the rules a bit during the small sided games.

I would worry less about structure and more about game principles. Things like:-

    - Play to space
    - Recognise the needs of the ball carrier
    - Play with height and width on the pitch
    - Defend the middle first

As @steve says, lots of 3v3s with conditions to challenge the players.
