2013 FIH Umpires Managers' Briefing

    As mentioned by jayjay mentioned elsewhere, the 2013 FIH Umpires Managers' Briefing has been posted in the Umpiring section of the FIH website.

    Any changes from the 2011 Briefing are marked in red text.

    Highlights include:

    • page 4: main changes to the rules, including 8.1 (own goal) and 13.3 (raising a free hit immediately using a push, flick or scoop)
    • page 5: guidance on permitting umpires to make decisions immediately after the end of time if time expires just before an umpire would otherwise have made their decision
    • page 12: aerial balls: defenders may stop or deflect a shot at goal, as well as a ball likely to enter the goal as a result of mandatory experimental rule 8.1
    • page 14: repeating changes to 13.3 free hit procedures
    • page 27: applying the rules - reinforces restarting play with PC when ball intentionally played over backline by defender, playing the ball above shoulder height, clear shielding of the ball (stick blocking), and being more strict (but sensible) on the requirement for the ball to be stationary at free hits

    Thanks for that link Keely. Although I'm nowhere near FIH level (maybe one day :)), it's really useful for me as I do get to umpire some higher level (friendly) games which is great practice.

    Whilst I appreciate that publishing the Rule Book online probably signals printing of hard copy Rule Books , I do think its a shame that if the FIH wants to make a success of this Experimental rule, it doesnt go the whole hog and put the amendment in the Rule Book - so that ( as previously discussed ) , more people get to see it. If they want to make a go of it, put it in the Rule Book,

    Oh dear just noticed , the new Umpire Briefing is still v1 on its front slide, even though updated. Trying to be diligent (small D)!

    But it is the first version of the 2013 Briefing. So...

    While it is still useful to know that defenders can stop high deflections from their own teammates, I expected a very different set of comments about the three wise umpires and how they handled the situation in Bethlehem from a topic of "2013 FIH Umpires Mangers' Briefing" Oh well.......

    from briefing bottom of page 14 , quote "a free hit, which is not a ‘self-pass’, the ball is no longer required to move at least 1 metre before it can be played by a teammate of the player taking the free hit"
    have I missed something , where did this come from.... and yes I know I could be getting a list of links to previous duscussions ;-) ... my excuse is that all my brain power has been used up on novel ways to score an own goal !

    It used to be rule, and now it isn't.

    Or do you mean the motivation behind it?

    Now that the player taking a re-start can do everything (directly from the re-start) that a team mate subsequently can there is just no need for it, is there?

    I also found it quite useful to read them as a player. Knew how everything was going to be officiated and the intricacies of any rule changes.

    just had not thought that one through and had not been explicitly deleted, has it ? .. just now made redundant by refined self pass rules.... need to get head in umpiring mode for tournament on Saturday ;-/
